What does it mean to dream there is no food anywhere?

A distinct and much rarer report, described as bleak rather than urgent.

That distinction is the finding. The other scenarios here are about a specific thwarted attempt; this one has no attempt in it. There is simply nothing, and dreamers describe a flat hopelessness rather than hunger.
