Dreaming about looking over the edge of a waterfall
What does it mean to dream you are at the top of a fall?

The roof entry says the necessary thing and it holds here: that pull is a widely reported sensation at real heights, it is common, and it is not an indication of wanting to fall or jump. Plenty of people who feel it strongly are frightened of heights rather than drawn to them.
Moving water at the edge adds a second element, since the water is going over and the dreamer is not, and dreamers occasionally describe that comparison unprompted.
